A Legacy of Steady Progress
Municipal Consultants, Inc. was founded by Billy Shepherd to provide engineering services for governmental systems, including water, wastewater, and solid waste. From the beginning, the focus was on practical solutions and long-term planning.
The completion of the Pelham Wastewater Treatment Plant marked a decade of growth in technical expertise and project capability.
The design of Cell #3 at the Shelby County Landfill helped establish the firm as a leader in solid waste landfill design in Alabama.
Municipal Consultants guided systems through EPA consent decree requirements, helping communities return to compliance through focused, effective work.
The planning, permitting, and design of the Shelby County South Plant further expanded the firm’s ability to deliver complex infrastructure projects.
Municipal Consultants completed its first PFAS remediation project, continuing a long-standing commitment to solving new and evolving challenges.
